Subject: Update on "Old IT" Exam
We recently became ware that the “old
IT” on-line exam had been removed by the National Testing
Center and was no longer available to members currently in
the IT course. That situation has been corrected, and the
“old IT” on-line exam is once again available. It will
remain posted until 1 May 2007.
The “old OT” on-line exam is now
available on the Exam Gateway at
http://www.auxtdept.org/Members.htm. Members should
access this on-line exam via the current web pages and not
attempt to re-use cached sites or favorites. Using cached
sites or favorites could result in failure to access the
exam.

courses must be taken by auxiliary members. The

DSO-MT 9WR asked if an AP member going to training was
“assigned to duty”. Here is Steve Minutola from the

When an AP member is participating in Aux activities
like member training, they are considered assigned
to duty like an Auxiliarist in IQ or BQ status and
they are afforded the same degree of coverage - as
always, "acting within scope of employment" goes
hand-in-hand with any assignment to duty when it
comes to ensuring such coverage (e.g. - an AP
Auxiliarist who conducts VSCs on their own
considerably jeopardizes the likelihood that the CG
would "cover" them in the event of a third party
claim...because they are not authorized to perform
such activity as it's beyond the scope of their

Member Training and WORKSHOPS in 2007
Pollution Incident Responder C-School
Qualified Auxiliarists are invited to apply to attend the
Coast Guard’s Pollution Incident Responder (PIR) C-School.
Applicants must meet all prerequisites (including active
duty training officer endorsement). Prerequisites, course
convening dates and the application process are contained in
the
PIR Course Announcement (PDF: 80 KB / 1 page) on the
M Department website.

Instructor Development Course (IDC) Announced
The all new Instructor Development Course (IDC) has been
approved for use and can be downloaded from the
Education
Department web site. IDC replaces Part A and Part B of
the Instructor Qualification Course. New instructor
candidates will need to complete a series of tasks,
utilizing a mentor, and pass a short exam. Paper copies of
IDC and the exam can be ordered from ANSC, use ANSC #5502
(IDC Student Course Book), #5503 (Mentor Guide), and #5534
(Exam). Currently there is no on-line exam available.

Revised VE Workshop Module
To reflect recent changes in Facility Inspection forms,
vessel (7003) and PWC (7008), VE-Workshop Module 6, Facility
and OPFAC Inspection Review, has been revised. The revised
version is available for download from the

2007 Team Coordination Refresher Training
The Operations Department has released the documents and
presentation for Team Coordination refresher training for
2007. This 2007 TCT Refresher Training session is MANDATORY
for all Crew, Coxswains, and PWC Operators. The Refresher
Training session is approximately 1 hour in length.
Flotillas and Divisions should plan to present this program.
Note - This session is designed to be given at the local
level and a 'qualified' TCT Facilitator is NOT required. See
the 2007
TCT Facilitator Guide (PDF: 124 KB / 10 pages) and the
optional 2007
TCT Participant Reference (PDF: 72 KB / 5 pages) guide
for more details. This session must be completed prior to
December 31, 2007.

2007 Instructor Workshop
The 2007 Instructor Workshop is available in the
National E Department
Library. Whether you teach in the classroom or mentor
other members, this workshop is for you. Guest appearances
by the Public Affairs, Vessel Exam, Program Visitor and
Personnel Departments. Their tips for promoting and
recruiting are outstanding. Download this workshop and
schedule it for your whole flotilla today.

2007 Vessel Exam (VE) And Program Visitor (PV)
Workshops Released
The US Coast Guard Auxiliary
National V Department has released the
2007 VE and PV
Workshops. The workshops for 2007 are not mandatory but
units are encouraged to hold the workshops to better the
knowledge of their Vessel Examiners and Program Visitors.
The workshops are also available on CD from ANSC, the V
Department 2007 Workshop CD is ANSC 2001A.

New Value-Added Course Released
Any business meeting of the U.S. Coast Guard Auxiliary,
whether flotilla, division, district, or National Board,
must proceed in an orderly way if it is to bring
satisfactory results. There are certain widely accepted
rules of conducting such meetings. These “Rules of Order”
are a part of that large body or practices which are grouped
under the term “parliamentary procedure”. A re-released
program “Rules of Order” is now available on the
National Department of
Training in the
Member Section
under "Value-Added Training".

Revised APC Student & Study Guides Published
The APC (Administrative Procedures Course) Instructor Guide
COMDTPUB 16794.60 and Student Study Guide COMDTPUB 16794.61
are cancelled. The guides no longer correspond with the
current Auxiliary Manual COMDTINST M16790.1F. The revised
guides (Auxiliary Administrative Procedures Course
Instructor Guide, Revised 1 November 2006 and Auxiliary
Administrative Procedures Course Student Study Guide,
Revised 1 November 2006) have been released and are now
available from the
National
Training Department.

A request to waive
requirements for Instructor should be sent by the Flotilla
Commander to the District Staff Officer, Member Training
(DSO-MT). The request should include at least documentation of
two or more years of recent work experience as an instructor
such as a certified school teacher or as a full time adjunct
instructor in the military, business, academic or professional
communities..
In addition, the
applicant must have completed at least two hours of instruction
in an Auxiliary Public Education class under the supervision of
a current Instructor. This must be documented in AUXDATA or a
copy of the Activity Report-Mission (ANSC-7030) attached to the
waiver application.
US Power Squadrons members who have completed the USPS
Instructor Qualification Course will be certified as Instructors
upon application.

There still
seems to be some confusion on the procedure for obtaining paper
exams for AUXOP Courses. Please advise all of your
FSO-MT's that the procedure for AUXOP Exams has not changed for
over two years.
AUXOP Exams
are ordered from the AUXOP Exam Coordinator. I will send the
exams to a certified proctor to be administered. The exams are
then returned to me for grading. I advise the DIRAUX, the
Proctor and the SO-MT of the grade(s). DIRAUX enters the
members passing the Exam into AUXDATA and issues a certificate.
Exams can be
ordered by snail mail - allow an extra 10 days. They can also
be ordered by email. By email - the request does not need to
be on a Form 4887. I will also accept requests by fax -
please call first since my fax machine is not on automatic. On
all requests - please include the members Div and Flot along
with the member #.
