This is a posting to the POMS System Status Forum for distribution to All POMS Users. Please disseminate this appropriately.

The FINCEN will no longer accept manual submission of CG-5132s for Auxiliary patrol claim reimbursement. As of today, all Auxiliarists should be on POMS, therefore, all claims must be submitted via POMS.  All manual claims will be returned without action.

If an Auxiliarist has difficulty processing a claim via POMS, they should continue to use the process in place to rectify the problem.  The process is:

  1. Contact their local POMS administrator for assistance. (Note: Most problems should be fixed at this level.) If it can't be fixed, then...
  2. Submit a trouble ticket in POMS, under the Problem Management Section. All issues are prioritized in this area & will be resolved by the FINCEN POMS Support Team.

If an issue can not be resolved by the FINCEN POMS Support Team, then the individual Auxiliarist will be directed to submit a paper 5132.  If not previously approved for manual submission, the claim will be returned without action.

AOL Users who also use Patrol Order Management System (POMS)

Subj: ATTENTION ALL AMERICA ON LINE (AOL) USERS WHO ALSO USE PATROL ORDER MANAGEMENT SYSTEM (POMS) -007/05

1. Many POMS users who have AOL as their Internet Service Provider (ISP) have reported communications problems in the form of not being able to access POMS or receive POMS-related e-mails (e.g. - system user notices; replies to their own e-mails about POMS questions/problems) from the POMS Support Desk (POMS@statronics.com).

2. Most of these problems stem from requests by many POMS users to AOL to block receipt of the POMS-related e-mails from the POMS Support Desk.  As part of AOL's accommodation of such requests, POMS-related e-mails from the POMS Support Desk are being blocked entirely...to the point where POMS users who have AOL as their ISP have no indication whatsoever that POMS-related e-mails were ever sent to them.

3. These problems are being addressed with AOL in order to get the POMS Support Desk recognized as an acceptable e-mail source (vice "spam").  Until corrective action is resolved, there are two ways that a POMS user with AOL as their ISP may be able to work around these problems:

     A. POMS-related questions/problems can be worked through the local POMS administrator.  This will require direct voice or e-mail communication between both parties.

     B. POMS-related e-mail can be received through an other-than-AOL ISP/address:

          (1) Establish an e-mail address that is NOT an AOL address. There are several free e-mail providers available to do this. It is not necessary to change ISP, but rather obtain an alternate non-AOL e-mail address. Many POMS users may already have one available.

          (2) Submit this alternate e-mail address for entry into AUXDATA as the POMS user's primary e-mail address (POMS taps into AUXDATA to determine your e-mail address).

          (3) Ensure that e-mail from the POMS Support Desk is not blocked by this new e-mail provider.

4. The above actions will help ensure continued access to POMS and POMS-related e-mail even if current problems with AOL are unable to be resolved.  AOL users should at least be prepared to pursue the steps in paragraph 3.B. above if these problems cannot be resolved.  Updates on this situation will be provided via ALAUX.

5. All POMS users are also reminded to use the "Problem Management" function in POMS to report problems with the system.  This ensures that essential information is automatically included in your reports.  Using this function does not get around the current AOL e-mail address issue.  Those users who have an AOL address in AUXDATA will still have no communication with the POMS support staff until further notice.

6. The important lesson learned from all of this is that if an ISP receives enough complaints from its customers about unwanted e-mails from a specific source, then the ISP may not allow e-mails from such a source to be received by any of their customers.  Although POMS-related e-mails from the POMS Support Desk may be perceived as inapplicable to many POMS users, they are very important in terms of ensuring all POMS users are informed and aware of the status of the system.  The system cannot be adjusted to allow access for a POMS user without also receiving communications from the POMS Support Desk.  Once such e-mails are received, they should, as a minimum, be read.  Whether they are then electronically filed, printed, or deleted is up to the POMS user.  As this situation points out, the least desirable course of action is to ask the ISP to block e-mails from the POMS Support Desk.  This lesson must be heeded more and more in terms of how we all must deal with growing trends toward greater and greater use of e-communications to support Auxiliary programs.

7. Your consideration and understanding are greatly appreciated.

8. The purpose of this list is to keep Auxiliarists as well as all other interested parties abreast of current developments, policies, manuals, etc.  All information contained herein and linked is OFFICIAL policy and information.

Coast Guard Detachments Open for the Season

SEATTLE - The Coast Guard has opened two search and rescue detachments to provide emergency services on the Coquille River in Bandon, Ore. and the Rogue River in Gold Beach, Ore.

The detachments open seasonally due to increased boating traffic during the summer months and hazardous river bar conditions. The stations will remain open until Labor Day, 2005.

The Coast Guard would like to remind boaters to check weather and bar conditions with their local Coast Guard station prior to heading through a bar area. Boaters should also carry and monitor VHF channel 16 on their marine radio for information broadcasts.
